Default Should SB w/Ace & Big Stack Always Push BB w/Short Stack?

I was reviewing more hands from a recent .25 tourney in more detail. I came across this somewhat inconsequencial (spelling?) hand. In this particular case, I'm not sure why I didn't just push preflop, (probably didn't notice his tiny stack right away) as there's probably no way he's folding when the SB next hand will put him all-in anyway.

But generally speaking, what range of hands would you normally need to push a BB all-in from the SB? (Bubbles aside)

Will any Ace do it, since he'll probably call with any jack or better? At what range of hands (if any) do you just donate your SB to the short stack to take it back later on? ( Imean it's not much, but it is almost 1.5 BB's here, right?)

This seems fine to me, though folding preflop is an option.

BB is 600, I'd shove over that guy's limp every time, which is why I lose I guess.
