I think the flop raise is bad because if he shoves the turn you really can't justify calling him at that point. I don't necessarily think that him flat calling you on the flop is good for you. I can imagine he could do that with most of his range, regardless of the fact that the pot is almost full. I understand that draws make up a big part of his range, but so do sets and potential flopped flush. Even two pair is a strong possibility.
Moreover, imagine you're villain, and you've flopped a set of sixes. That's a flop where you basically HAVE to bet out on, and make it almost pot sized. Now imagine you flopped a flush draw: how are you going to play that? C/r flop, shove turn.
