It's gonna cost him $20.50, to call, that's almost a half stack. If he's confident he can bet/fold correctly with, say, an overpair, that's actually pretty powerful. If you had KK in his shoes, and you can either c/f, c/c, b/c, shove, or b/f, which would you say is the most profitable action against a solid player? Is he really going to expect you to shove worse ever once he puts in a healthy river bet?
